Cindy Cohn is the legal director for the Electronic Frontier Foundation her comment is in response to a ruling by U.S. Court of Appeals for the Ninth Circuit.  The ruling reversed a lower judge's decision that blocked Carolyn Jewel's lawsuit against the U.S. government (Jewel v. National Security Agency).
